On September 23rd, the 2024 (First) China Digital People Conference – the Forum on Digital Identity System Research for Artificial Intelligence was successfully held at the Zhongguancun National Independent Innovation Demonstration Zone Exhibition Center. The forum was organized by the China Internet Association and co-hosted by Beijing Tyer Infotech Co., Ltd. (hereinafter referred to as “Tyer Infotech”), with the co-sponsorship of the Zhongguancun Blockchain Industry Alliance and the Digital Economy Working Committee of the China Productivity Promotion Center Association.
Chen Jiachun, Vice Chairman and Executive Deputy Secretary-General of the China Internet Association, Ao Li, Chief Engineer of the China Institute of Information and Communication (hereinafter referred to as “CIIC”), and Chen Xi, Deputy Director of the Identity Management Technology Division of the First Research Institute of the Ministry of Public Security (acting Deputy Director of the First Research Institute of the Ministry of Public Security, Wang Shiyuan) delivered speeches at the forum. Wu Suoning, Advisor to the Expert Committee of the Ministry of Industry and Information Technology and the China Internet Association Expert Advisory Committee, delivered the keynote speech.
Chen Jiachun stated that digital people are the breakthrough point for the landing of emerging technologies such as artificial intelligence and the new carrier of deep integration of digital and reality. They have given rise to a series of new formats and models and have become a new growth engine for innovation and application on the Internet. Currently, there is a wide variety of applications for digital people, but they also face risks such as copyright infringement, personal privacy leakage, data misuse, and identity fraud. Therefore, strengthening data protection measures, improving the digital identity authentication system, enhancing technical security, and establishing corresponding security frameworks are the solid foundation for the long-term development of the digital people industry. The governance of digital identity is the cornerstone of the sustainable development of the industry. As the political and business communication platform and industry service platform of the Internet industry, the China Internet Association will actively play the role of a bridge connector, build a diversified platform for communication in the digital people industry, strengthen industry self-discipline, and promote the safe, healthy, and high-quality development of the digital people field.
Ao Li stated that CIIC provides comprehensive support for major decisions on artificial intelligence in the field of artificial intelligence and builds a research and industrial service system for artificial intelligence. CIIC will rely on the industrial internet identification resolution system and the “Spark-Chain” blockchain data network’s infrastructure advantages, integrate universities, research institutes, and companies in the industrial chain to promote the establishment of an artificial intelligence identification management system, provide services such as registration and resolution of artificial intelligence identification, management of artificial intelligence digital identity, and protection of intellectual property rights of artificial intelligence, and build a top innovation platform and industrial highland for key technologies of artificial intelligence identification, providing strong technical support for the regulation of artificial intelligence.
Chen Xi stated that generative artificial intelligence has set off a new wave of global artificial intelligence technology development, releasing huge technological dividends while also revealing complex effects. The Identity Management Technology Division of the First Research Institute of the Ministry of Public Security has long undertaken the work of public security science and technology and public safety services. It will give full play to its advantages in formulating standards and specifications, information security management, digital identity authentication, cyberspace governance, and risk assessment of Internet-related activities. It will focus on promoting key technological research and innovation in the management of artificial intelligence cyberspace, the deep expansion and integration of artificial intelligence identification in the industry, as well as the formulation of standards, certification services, and hierarchical management of generative artificial intelligence and its derivatives, providing security guarantees for the governance of artificial intelligence.
Wu Suoning delivered a keynote speech on the theme of “Security Status and Countermeasures of Digital People”. He stated that digital people are the product of the development of artificial intelligence technology and are stepping into society at a fast pace. The Chinese digital people industry has presented a situation of vigorous development, with various applications gradually evolving from digital media to serving people and eventually entering the production field, deeply integrating into all aspects of social production and life. The China Internet Association pays high attention to the innovative development of digital people and has initiated the “China Digital People Navigation Plan”. It will rely on the industrial internet identification resolution system and the “Spark-Chain” blockchain data network to build a digital people innovation guarantee system, implement traceable protection of various rights and interests of digital people’s intellectual property, and promote the transformation of digital people applications into new productive forces.
Xie JiaGui delivered a keynote speech on “DID and Digital Identity”. He emphasized that with the application of technologies such as blockchain and artificial intelligence, the convergence of the critical point of global economic growth and the singularity of technology is driving the innovation and development of the digital space with unprecedented force. Digital identity, as the unified entrance of the digital economy, is increasingly highlighting its key role as a bridge between the real world and the virtual world. Among them, DID (Decentralized Identifier) as an innovative identification technology, empowers users to independently manage their digital identity and data, effectively addressing core challenges such as data protection and ownership of data assets. The “Spark-Chain” new infrastructure, as the application and practice of DID digital identity, provides security guarantees for the orderly development of the digital people industry.
During the ceremony, the launch ceremony of the “Artificial Intelligence Identification Management System Co-construction Plan” and the “Digital Identity Ecology Partner Plan” was successfully held.

The artificial intelligence identification management system is centered around digital identity management and provides unique identity identification for digital objects, realizing verification, supervision, and traceability, and constructing a safe, compliant, and trustworthy digital environment. The system covers identity identification certification, retrieval, and protection mechanisms, enhances the trust foundation of the industry, guards against the risk of misuse of technology, and enhances users’ trust in artificial intelligence. In the context of the rapid development of artificial intelligence, this plan addresses challenges such as data privacy, algorithm bias, and ethical issues, builds a comprehensive and collaborative management framework, ensures that technological innovation and application follow social principles, guides technology towards goodness, promotes economic prosperity, and protects personal information and social well-being.

Yang Yue delivered a keynote speech on “Innovative Application and Development Opportunities of Intelligent Digital Humans in Grassroots Public Security Affairs Services and Social Governance.” He introduced the capabilities of the intelligent digital police “Jing Xiaoxin” in government services, security promotion, conflict resolution, and social governance, aiming to become a 24/7 “police friend” in people’s WeChat that is “accessible, responsive, enthusiastic, and capable.” By creating tangible IPs and using general large models, police models, as well as professional training for police management micro-applications and micro-scenes, police work can be made more intelligent and efficient, providing support for the transformation of new policing models.
Wang Yueming shared his insights on “Innovative Applications, Development Opportunities, and Future Prospects of the AIGC Empowering the Digital Human Industry.” He stated that the rapid development of artificial intelligence technology has promoted the intelligent transformation of the digital human industry. The digital human industry is developing towards intelligence, convenience, refinement, and diversification. Customized application scenarios such as digital human + e-commerce, digital human + education, digital human + culture and tourism, digital human + government-enterprise services, and digital human + entertainment are constantly enriching. In the future, the digital human industry will demonstrate strong adaptability, sustainability, and high flexibility, with differentiated value positioning and business models.
Zeng Xiping delivered a keynote speech on “ID for AI: Autonomous and Controllable Digital Identity for Artificial Intelligence.” He stated that with the rapid development of artificial intelligence technology, AI-generated content has reached the level of “deceiving the truth,” bringing convenience to people but also hiding security risks such as false information and online infringement. Terrefeuf builds an AI identification management infrastructure based on industrial internet identification and the “Spark·ChainNet” blockchain service core technology. Based on AI identification, through the full-process content chaining, the identity of the rights holder and time information are clearly defined, forming a complete chain of electronic evidence to ensure the authenticity and reliability of data, achieve fast tracing of original rights records, and efficiently maintain the intellectual property rights of AI-generated content. Gao Jingwen delivered a keynote speech on “How to Build a Robust Development Case for Virtual Digital Humans.” She introduced how iFlytek has developed an AI virtual human interaction platform from the dimensions of multimodal perception, multidimensional expression, emotional integration, and autonomous customization. It is oriented towards interactive service scenarios in finance, media, government affairs, culture and tourism, and iFlytek’s AIGC content creation platform has served millions of creators, helping to promote the high-quality development of the digital economy.
Chu Rufeng delivered a keynote speech on “The Application and Practice of Multimodal Large Models in the Digital Human Industry.” He elaborated on the role of multimodal large models based on the fully domestically produced universal AI base in the intelligent upgrading of the digital human business, and stated that Zhongke Zidong’s virtual digital humans have rich multimodal control capabilities and platform extension functions, leading the paradigm shift in human-machine interaction.
During the roundtable discussion, Luan Jing, General Manager of the Virtual Universe Business Department of Terrefeuf, Zhang Li, Chief Scientist of Zhongke Xingtu Co., Ltd., Chen Yue, Founder and CEO of Beijing Yoda Technology Co., Ltd., and Pan Feng, Founder and CEO of Ruilinkwin Technology (Shanghai) Co., Ltd., discussed the “Development of Digital Humans in the Industry,” analyzing in depth the key technologies of digital humans, challenges faced by the industry, and the need for intellectual property protection and regulation.
